Building commissioning is the process of ensuring that systems are designed, installed, functionally tested and capable of being operated and maintained according to the owner’s operational needs. Commissioning is performed in new construction projects and in major capital improvements or retrofits. Retrocommissioning is the systematic investigation process applied to existing buildings to bring systems back to their original design specifications. Building OPTIMIZATION is the process, usually following, or - as a part of - retrocommissioning. The goal of this final process is to improve and optimize building systems - to their highest level of performance - thus, resulting in maximum efficiency, minumum energy use, and - lowest operating costs.

The AzCC will be developing cost effective programs, tools, techniques and a service delivery infrastructure to encourage the use of the building commissioning process in new (Cx)and existing(Crx -or- RCx)buildings. Building owners are encouraged to take the final step: to bring their facilities past original design specifications, and make them operate at their highest possible level of efficiency.
